Joe Biden is now leading the calls from both the Democrats and the Republicans for the Governor to step down from his position after widespread outrage. The report released on Tuesday found Mr Cuomo sexually harassed 11 women.
It showed the New York Governor engaged in unwanted groping, kissing and hugging and made inappropriate comments to multiple women.
Mr Biden told reporters at the White House: “I think he should resign.
“I understand that the state legislature may decide to impeach.
“I don’t know that for a fact. I’ve not read all that data.”
White House spokeswoman Jen Psaki told reporters on Tuesday: “I don’t know that anyone could have watched this morning and not found the allegations to be abhorrent. I know I certainly did.”
Speaker of the House Nancy Pelosi said: “As always, I commend the women who came forward to speak their truth.
“Recognising his love of New York and the respect for the office he holds, I call upon the Governor to resign.”
Bill de Blasio, the mayor of New York City and fellow Democrat but longtime political foe of the governor, said: “I’ll state the obvious: the summary you just gave represents behaviour that’s unacceptable.
“Unacceptable in anyone, let alone a public servant. I’ve be very clear about that fact that what we’ve seen is disqualifying.”
In a video response to the report, Mr Cuomo denied he had acted inappropriately and said he had no plans to resign.
He said: “The facts are much different than what has been portrayed.”

Who is Andrew Cuomo?
Andrew Cuomo, 63, has been the Democrat Governor for New York since 2011.
Born in Queens, New York City, he has spent his entire adult life in politics, starting off as a campaign manager for his father, former New York Governor Mario Cuomo.
He then rose to federal housing secretary, state attorney general and eventually governor himself.
Mr Cuomo was previously married to Kerry Kennedy, of the American political dynasty, whom he had three daughters with. They divorced in 2003.
He has long been popular among the electorate in New York, having brought in a number of key progressive changes for the state.
His reforms include legalising gay marriage, stronger gun control measures, raising the minimum wage, and a number of large infrastructure projects.
At first, he was lauded for his response to the Covid-19 pandemic – with his approval rating rising to 77 percent.
He became popular across the country, with some 60 million Americans tuning in to his daily briefings, and he made frequent appearances on talk shows and news shows.
However, Mr Cuomo and his administration refused to reveal the true number of nursing home residents who died of COVID-19 in hospitals, instead only releasing the number of those who died in the homes itself, sparking outrage, and is something New York federal prosecutors are believed to be investigating.
In December 2020, he was accused by aide Lindsey Boylan of sexual harassment.
Several other women follow with their own claims of harassment or misconduct by Mr Cuomo, and on August 3, Attorney General James issued a 165-page report that provided corroborated accounts of harassment by the Democratic governor.
