Police have said that "no prosecutions are being brought against individuals" after a 28-year-old woman was mauled to death in a brutal dog attack earlier this month.
The horrifying incident occurred at Gravelly Hill in Caterham, Surrey, on January 12.
Eyewitnesses reported that the dogs were "acting as a pack of small wolves". Despite the best efforts of medics, the woman died at the scene.

Eight dogs remain in police custody and will be subject to further forensic expertise, a Surrey Police update said.
It has been confirmed that none of the dogs were banned breeds.
Police said that a post-mortem examination was carried out last week.
An inquest is to be opened by the Surrey Coroner.
The woman's family and the owners of the eight dogs have been informed of this latest update.
Senior Investigating Officer, Detective Inspector Josephine Horner, said: "This is a tragic incident in which a young woman lost her life. I know it has caused real concern locally and I thank the community for bearing with us whilst we conducted our enquiries.
"The criminal investigation has now concluded and the information we have gathered will be passed to the Surrey Coroner to assist in the coronial process.
"The dogs continue to be cared for at private kennels to ensure their welfare and their owners are being kept informed. We appreciate this is a difficult and uncertain process for them as the forensic work continues."
A second woman was taken to hospital but police said her condition was "non life-threatening". She was discharged soon after.
Speaking to the Sun, one local resident said: “She just had too many dogs. You cannot be in control with that number of dogs.
“They were in a frenzy, acting as a pack of small wolves and going for whatever was in front of them.”
